南韓和北韓今天(11日)在北韓開城工業園區舉行副部長級政府間會談，商討如何改善雙邊關係，並重啟因為關係緊張而停滯了近6年的合作計畫，例如跨越邊界旅遊。
南北韓各有三名官員與會，南韓代表團由統一部次官(副部長)黃富起(Hwang Boogi)率領，北韓代表團以祖國和平統一委員會書記局副局長田鐘秀(Jon Jong Su)為首。
這是兩韓於8月間達成協議、降低邊界軍事緊張關係之後，雙方首次就廣泛議題進行高層協商，
一般預料，平壤方面將尋求恢復南韓人跨越邊界到北韓觀光景點金剛山(Mount Kumgang)旅遊的合作方案。這是貧困的北韓獲取現金的重要來源，但這項方案於2008年7月喊停，原因是有一名造訪金剛山的南韓婦女誤入附近的軍事禁區遭到北韓衛兵槍殺，南韓不滿因而中斷合作。
至於首爾方面，預料將是嘗試讓北韓同意，定期安排韓戰離散家庭進行團聚。南韓境內目前有6萬多人期盼與在北韓的失散家人團聚，首爾當局將此事列為首要人道事務。
